EL JEFE. The leader of the Counter-revolutionaries of the Central American country, Sierra Gordo. After the government of Sierra Gordo was overthrown by revolutionaries, the leaders of the revolt became dictators, running the country through the military. The new provisional government became as corrupt as the previous government. Soon, a "counter-revolution" was born under the leadership of the man known as El Jefe. His group turned to guerilla warfare, striking from the mountains and jungles of Sierra Gordo.  In time, the provisional government was supported by Cobra, with the U.S. sending the Joes to support El Jefe's revolution. The war escalated when a new contender, General Villavaca got the support of the Sierra Gordan military and a corporation -- the North American Banana Monopoly -- intending to stop their considerable holdings in the nation from being taken over by the government. El Jefe helped a group of Joes led by Hawk escape Sierra Gordo from General Villavaca with a U.S. ambassador. He and the others were cornered by Villavaca's troops, but were unexpectedly saved by Destro. The weapons dealer offered El Jefe a deal: if he nationalized the N.A. Banana Monopoly's holdings and let him run them, he would supply El Jefe with weapons. El Jefe agreed, angering the U.S. ambassador who believed he was trading off pieces of Sierra Gordo to an arms dealer. El Jefe saw it as a necessary evil. Over the course of the next year, El Jefe's idealism faded as he had to give in to compromises and Destro's corporation came to control even more of Sierra Gordo. When Destro rejoined Cobra, the terrorist organization now regained a foothold in the country. Soon, the counter-revolution began anew, this time fighting Destro and Cobra. El Jefe had changed sides again. Eventually, Destro's general - Voltar - and his forces captured El Jefe and held him prisoner. Both the U.S. and the Soviet Union organized rescue missions to free El Jefe, hoping he wouldn't support the other superpower. A small group of Joes infiltrated Voltar's base camp as peasant workers, and were ready to secretly release El Jefe until the October Guard raided the base camp and rescued El Jefe. They escaped into the mountains, with the Joes close behind. After his release, El Jefe was less than grateful to the October Guard, telling Colonel Brekhov that not only was he uninterested in Soviet help and suspect of their motives, but he was no longer interested in ruling for the peasants. Now he was just interested in power for himself. The group encountered a train filled with El Jefe's revolutionaries, and were on their way to the country's capitol, Rio Lindo when Voltar's forces caught up with them. A battle followed where the Joes and the October Guard fought to keep the train on the tracks, and to defeat Voltar's men. In the course of the battle, the October Guard's Brekhov, Horrorshow, Schrage and Horrorshow sacrificed themselves to save the revolution, but in the end, El Jefe betrayed them all, allowing the North American Banana Monopoly to takeover his country's assets once again and sided with the corporation to assure he's be put in charge. The remaining members of the October Guard and the Joes were held prisoner until more Joes rescued them, but El Jefe had lost his way. A few months after joining with the NABM, he was seen buying arms on Cobra Island. In recent years, Sierra Gordo has become a more or less stable country, and now has a democratically-elected president. El Jefe's current status is unknown. (GI 54-56, 69-71, 92, 98; SM 26)
 
EL PRESIDENTE. The leader of the republic of Punta del Mucosa, a central american country bordering Sierra Gordo. El Presidente allowed a group of Joes to demonstrate the new Thunderclap long range artillery weapon in his country. In reality, the Joes were there to use the Thunderclap to assist a group of Joes on a rescue mission in Sierra Gordo. The gullible president was duped by the Joes, but continued his relationship with the United States, his dislike for Sierra Gordo probably playing a part. El Presidente was later seen with the Joes during an aerial attack on one of Punto del Mucosa's airbases. He was last seen outside of his country buying arms on Cobra Island. (GI 92, 98)

EMIL. A member of a group of Sierra Gordan terrorists known as the Menshevikistas. The group threatened to blow up the Cobra Consulate in New York if Cobra did not withdraw its support of Sierra Gordo's current government. Emil and the other surviving terrorists failed and were arrested. Their current status is unknown. (SM 7)

EMIR OF BENZHEEN. The ruler of the middle eastern nation, the Emirate of Benzheen. Benzheen is an oil-rich nation that was allied with the United States. When Cobra invaded Benzheen from the nearby Trucial Abysmia, the Emir escaped the invasion on a fighter jet, just missing his own death by seconds. The Emir got word to the United States and the G.I. Joe team was sent to free Benzheen. An arrogant man, the Emir seemed more interested in saving his precious art treasures than freeing his country. He and Hawk clashed often during the bloody battles that took place. Tired of Hawk's attitudes, the Emir sought out Cobra Commander to make a deal and save his country, but things did not go as planned. The Emir made a deal with Cobra, but he did so while at gunpoint. Cobra essentially held the country for ransom, and the Emir was forced into giving up considerable amounts of Benzheen's wealth to free the Emirate. Since the Battle of Benzheen, the United States has been less willing to be the Emir's ally. (GI 110-116)

ERNESTO. An old man who often served as a guide through the jungles of his home, Sierra Gordo. Ernesto was known to assist the revolutionary leader, El Jefe and was killed when soldiers of the counter-revolution's enemy, General Villavaca, occupied his house during the nation's civil war. (GI 70)

ESCAVARILLO, PABLO. The leader of a Columbian drug cartel who once hired the services of mercenary Major Bludd. (GIv2 5)

ESCOBEDO, RAMON. A Long-Range Recon Patrol soldier who fought in the Vietnam War - a member of the same LRRP unit that Stalker, Snake-Eyes and Storm Shadow belonged to. During his time in Vietnam, all Ramon wanted to do was get back home to East L.A. When he was three months away from the end of his tour of duty, Ramon learned that his brother had graduated from basic training. To prevent his brother from being sent to Vietnam, Ramon extended his tour, knowing of the Army's rule that two members of the same family cannot serve in the same war zone. Two weeks later, while patrolling the jungle, his LRRP unit stumbled upon a large group of North Vietnamese soldiers. In the ensuing battle, Ramon was killed along with Dickie Saperstein. Years later, Snake-Eyes and Stalker visited the Vietnam memorial in Washington D.C. to remember their fallen friends, Dickie and Ramon. (GI 42, 43, 155; SE:D 1)

ESTERHAZY, AGENT CULLEN. In 1972, the C.I.A. sent Cullen Esterhazy to the tiny Himilayan kingdom of Chomo-Lungma aid the Chomo-Lungman Resistance. Esterhazy was carrying out his mission when President Richard Nixon opened U.S. relations with communist China. Soon afterward, Esterhazy's mission was cancelled, and he was ordered to return home. Esterhazy never contacted the C.I.A. again and moved by the peoples' struggle, stayed in Chomo-Lungma to assist the resistance, becoming its leader, known as the "White Devil from Virginia." Twenty years later, the United States discovered Esterhazy was still alive and sent C.I.A. Agent Anderson and the G.I. Joe team's Chuckles, Iceberg, Scarlett and Snake-Eyes to retrieve Esterhazy. The Joes were unaware that Anderson had been ordered to kill the agent. When the local Chinese army officer, Colonel Peng, discovered that Esterhazy still lived, he captured the Abbot of the Hidden Monastery hoping to draw out the "White Devil." The Joes helped rescue the abbot, but Esterhazy sacrificed his life during the battle that ensued. (SM 14-15)

EUGEN. A neo-Nazi protecting the former Nazi officer, Dr. Otto Totenschadel, when he was living in exile in South America. The G.I. Joe team was sent to make a deal with Totenschadel, asking for his help in stopping a crashed bomber full of poison gas from leaking into the ocean. In return they would protect him from the Israelis who wanted him dead. When the Joes revealed to Eugen and others that Totenschadel had lied and had actually betrayed the crew of another Nazi plane carrying gold and stole the precious metal to fund his secret retirement. Eugen and another guard named Hans killed the Doctor after learning of his betrayal. (SM 2)

EVITA. A leader of a group of Sierra Gordan terrorists known as the Menshevikistas. The group threatened to blow up the Cobra Consulate in New York if Cobra did not withdraw its support of Sierra Gordo's current government. Evita and the other surviving terrorists failed and were arrested. Their current status is unknown. (SM 7)
