MERCER. The code name used by U.S. Army Sergeant Felix P. Stratton, from Spencer, West Virginia. (He has also used the alias Richard S. Cecil.) Mercer joined the ranks of Cobra Vipers for the promise of money and adventure. Becoming disaffected with Cobra, he had second thoughts and escaped from Cobra Island. He eventually began working undercover and worked with the G.I. Joe team on a number of classified missions before it was shut down in 1994, sometimes working with a group known as "Renegades". After the Joe team was reinstated in 2001, Mercer helped in the planning of the team's invasion of Cobra Island to battle the forces of a revived Serpentor, and joined in the battle. Some time later, after the Joes stopped a plot by Cobra to unleash the weapon known as the Tempest, and defeated a new threat, the Red Shadows, the military again disbanded the team. One year later, the Joe team was reformed with a smaller roster of active members. Mercer, like most former Joes, is a reserve member of the new team. He was called back to duty to stop a group of terrorists who had taken control of a Cobra biological weapon facility in Manhattan.
