CAPTAIN BULGAKOV.  A Soviet naval captain who served as the harbor master of Kaliningrad, the headquarters of the Soviets' Baltic Fleet. Bulgakov was a competent officer and was always loyal to the communist party. But that all changed after his wife took her own life. His wife was a loyal party member, but she discovered that her husband would never be promoted to Admiral because she was a Jew. Bulgakov's loyalty to the party died with her. Bulgakov decided to defect and secretly contacted the United States for assistance. The navy planted a rumor that an American submarine was disabled and sitting on the floor of the Baltic Sea. The G.I. Joe team was sent out to stage a rescue mission. The "rescue" was noticed by the October Guard, who were in the Baltic on a ship called the Udaloy, placed under the command of Bulgakov. While the October Guard attempted to stop the Joes' rescue, Cobra attacked, trying to recover the sub for themselves. In the end, the mission's true purpose was discovered, but it was too late. Bulgakov revealed his desire to defect to the October Guard and was plucked off of the Udaloy by a G.I. Joe transport plane using a special extraction harness. Afterward, Bulgakov quietly retired to the United States. His current status is unknown.
