 INSPECTOR CATES. An inspector with the Canadian Mounted Police. Cates and his colleague, Sergeant Fournier, worked with members of the Joe team to investigate the shipment of Cobra Terror-Drome components to Montreal. After a firefight in the city's warehouse district, the men tracked down Cobra's potential buyers to the remote Abitibi territory of Northern Quebec. They discovered the shipments originated in Denver, where the presumed-dead Cobra Commander was readying to return to Cobra. Cates was a tough, "by the book" police officer and added an occasional French word to his speech.
