Summary: On Cobra Island, the plans to move the island’s civilian population to the newly acquired Broca Beach, New Jersey begin. Cobra Commander personally leads a convoy of transport vehicles to the island’s airfield. The activity attracts the interest of the G.I. Joe team when spy satellites witness the operation. All according to Cobra’s plan, the Joes focus on the airfield and fail to notice the true operation to move the civilians taking at the docks on the other side of the island.

The Joes send out a large contingent of aircraft to distract Cobra’s air defenses to allow the stealth fighter to reach the island and take surveillance photos of the airfield. Cobra loses a number of pilots and aircraft – including the Star-Viper – but their operation at the docks goes undetected. Under the cover of darkness the last of Cobra’s cargo and passengers are loaded onto a container ship bound for Broca Beach.
