 WINDCHILL. The code name used by U.S. Army Staff Sergeant Jim Steel, born in Cedar Rapids, Iowa. Steel was a skimobiler and hunter before he began participating in bialthlons, eventually becoming good enough to nearly reach a spot on the American Olympic team. His career as an athlete ended at the National Elimination Tournament, where he met G.I. Joe team member Blizzard, who encouraged him to bring his skills to the Joe team. Windchill drove the Arctic Blast armored vehicle and served as a cold weather survival instructor with G.I. Joe before it was shut down in 1994. Today, like many Joes, he is a reserve member of the team. Windchill was one of the Joes providing exterior security for the team's arctic prison, The Coffin, during the conflict known as World War III.
